ökia.
The European
AI Grid.

Power on one side. Intelligence on the other. One grid. Built across Germany — extended across Europe.

ökia federates the eight layers required to make sovereign AI real at continental scale: behind-the-meter power, modular AI factories, sovereign compute and cloud, European models, grid security, national off-take, and project finance.

Sovereign by design — not by retrofit.

01 Manifesto

A grid, not a data center.

Hyperscale was an American answer to an American problem. Europe needs a different topology — distributed, federated, and grid-native. ökia is built on that thesis.

AI is becoming infrastructure — like electricity once did. Europe will not buy its sovereignty from a hyperscaler. It will build it, the way it built the power grid: federated, regulated, and locally owned.
The thesis

Compute is the new load. AI factories are the new substations. Models are the new utilities.

The continent that masters distributed AI infrastructure — co-located with stranded power, knitted into the grid, financed by European capital — controls the next twenty years of European industry.

That continent has to be Europe. That country leads is Germany. That consortium is ökia.

P-01

Behind-the-meter, by default.

Co-locate AI compute with stranded or industrial power. No grid bottleneck. No interconnect queue. Months, not years.

P-02

Modular & containerized.

Deploy in industrial cells of 1–10 MW. Brownfield-first. Move at the speed of factory build-outs, not real-estate cycles.

P-03

Federated, not centralized.

One network, many nodes. Workloads route to the cleanest, cheapest, closest electron — not the largest building.

P-04

Sovereign by construction.

European silicon paths, European cloud, European LLMs, European banks. Compliance is the architecture.

02 The Stack

Eight layers. One operator.

Every layer of the sovereign AI stack — from the megawatt to the model to the off-taker — assigned to a best-in-class European actor. ökia operates the seam between them.

03 Consortium

Eight founding actors. One federation.

Each member owns one layer of the stack. Together they form a complete operating system for sovereign AI — Germany first, Europe next.

05 Why now

The window is three years wide.

Hyperscaler grid backlogs, soaring AI demand, and Europe's stranded-asset map create a once-in-a-generation opening. Whoever builds the federated grid first sets the standard.

01 · Power

Grid bottleneck. Brownfield bypass.

Multi-year interconnect queues across Europe. Meanwhile, hundreds of industrial sites sit on dormant 110 kV+ connections. Co-locating compute with existing power skips the queue entirely.

02 · Sovereignty

EU AI Act + Schrems III.

Regulatory pressure makes US-only stacks legally untenable for European public-sector workloads. A federated, EU-controlled grid is no longer optional — it's required infrastructure.

Source · Reg. (EU) 2024/1689
03 · Capital

Off-take-backed project finance.

Anchor demand from a national champion (Deutsche Telekom-class) unlocks 15-year contracted cash flows. That's bankable at infrastructure rates — not venture rates. The capital stack writes itself.

07 Join

Build the grid with us.

ökia is open to industrial power partners, sovereign capital allocators, public-sector off-takers, and engineering firms aligned with the federated thesis.

If you operate stranded power in Europe, deploy industrial AI workloads, or write infrastructure-rate cheques — there's a layer for you.

Tonomia operates the seam. We move first, then federate. Phase I is constituting now.
